The seventh meeting of the Board of Directors of the Global Community Engagement and Resilience Fund (GCERF) held in Doha for the first time since its inception, and the State of Qatar was represented by Foreign Minister's Special Envoy on Counter terrorism and Mediation in Conflict Resolution H.E. Ambassador Dr. Mutlaq bin Majed Al Qahtani, focused on addressing the issue of returnees from terrorist areas after the coalition victory over ISIS in Iraq and Syria.
